Do you occasionally find that tool windows get stuck at the top of the screen? The following are two methods of recovering these.
1) From the Window pulldown in MicroStation, find and select the item for "Stuck Dialog box", and MicroStation will pop the dialog back inside the application window.
2) Hold down your "SHIFT" key while using your left mouse button to grab any edge as close as possible to the edge of the exposed part of the dialog box. You should then be able to drag it back down.
