You may use the command construct perpendicular from/to, another simpler, way is to select the "place line" command and use the "perpendicular to snap" or the "perpendicular from snap". The "tangent to' and "tangent from" works much the same. With this method a line can be drawn perpendicular to/from or tangent to/from an arc for the full 360d rotation, you are not limited to the confines of the arc as you are with "construct".
