(3D only) If on, you can select or snap to elements at any depth in the view cube.
If off, you can select or snap to only those elements that are at or very near the Active Depth.
If elements are located at or near the active depth then MicroStation commands will find the element whether Boresite is on or off. If Boresite is off, elements that are positioned away from the active depth will not be found. You can turn it off to isolate elements at the active depth. For those that work in 3D files and with 3D shapes on a regular basis Boresite is on most of the time.
So why would you turn boresite off? If you want to manipulate elements located at the active level only, then you can turn off Boresite.
