Attach the cell library you want converted to to any design file, remember 3D cell library to a 3D design file and a 2D cell library to a 2D design file.
Keep that drawing active.
Go to the MicroStation "file" pull-down menu and choose "export ->2D" or export-3D. A dialog box will open called "Save 3D as 2D" or "Save 2D as 3D".
One of the conversion options at the bottom of this dialog is labeled "Source". Click the drop down bar that says "Design file" and change it to "Attached Cell Library".
Now decide on the name and location and set it up in the top part of the dialog box. Example "c:\cells\2D.cel". or "c:\cells\new3D.cel".
Click "OK" and the attached cell library will be converted to that location as a 2D or 3D library. You can now attach the new cell library and use it in your designs.
