Cellvage is designed to repair "broken" cells, particularly where cells had been placed in a design file and then, by either accident or design, they were "dropped" into their primitive components. Cellvage automates the labour-intensive task of "reconstructing" the cells from their primitive components. This process is complicated by the fact that the original cells may have been rotated or scaled before they were dropped.
Cellvage can be regarded as a MicroStation "Cell Undrop" command.
Do you have design files that contain text symbols that represent features, such as an "L" for a lighthouse, or a "W" for a water point? Cellvage can replace these text symbols with a cell.
If the original cell/text was scaled and/or rotated when it was placed, Cellvage will take this into account and place the replacement cell at that same angle or scale.
